This is not intended to be rude, but why do you have to ask him for permission to increase your credit card limit? Aren't you an equal partner in your marriage? Go apply for your own credit card in your own name and build your own credit. If you do that, and anything happens to your husband (God forbid), you will be able to take care of yourself because you'll have good credit.
The sexiest way to show your husband that you are serious about your spending, is to pay down the balance - and not just pay the minimum, I mean put a big chunk of change on it until it is about half what it is now.

My motto has always been, if I don't have the money to pay for it then I don't need to buy it. This rule has kept me out of a lot of debt for many years. Too many people are loosing their jobs and cannot afford to stay in the homes they bought on credit. These people have gone way beyond their means. Make sure you carefully think about what you want and why you really want it. Many marriages have broken up over poor money management issues.
Get your own credit card. What will happen if you ever get divorced, you won't have any credit history of your own? Maybe he'll increase your limit if you pay off what you've already spent. You know, like, get a job and make your own money?
