My husband has a permanent resident in the USA does he need a visa for France?

My husband has a permanent resident he wants to go visit his daughter for 2 weeks and he is Tunisian. By the way he used to live in France and he had his permanent resident before but now it is expired.My husband has a permanent resident in the USA does he need a visa for France?

He needs to apply for the visa at the French consulate which covers your state of residence.

If he still has French citizenship, he should not need a visa for France. However, he probably won't be able to get back in the US if his permanent resident status has expired. Leaving the US with pending immigrantion paperwork is a bad idea.
Tunisians citizens need a visa to enter France, the fact that he is a resident in the US? is irrelevant.
