Once you are married and have the actual certificate and are listed in DEERS. You will need to have your ID changed over to a spousal ID and not a child's. You will have to get a POA stating that you can sign for housing. At that point you can sign up for housing. (I've done it at two posts now and he's never signed anything I've done it all off the POA) You will need his orders that assign him to that post, his latest LES, your ID, a copy of his ID (front and back) along with the POA. They might also require your marraige certificate and birth certificates for any children involved. They will place you on the housing list and any waiting time will start from that point.

Hubby will have to sign the paperwork to apply for housing. You cannot do that. Now, once you get assigned housing, you can sign for it and move it, no problems. But he has to initiate the original housing request. He should be able to get the forms filled out ahead of time, sign them, and then you turn them in to the housing office.
You will need to have your DEERS enrollment changed once you are married. If you remain in DEERS as your father's dependant, you will not be able to be your hubby's.
You won't be able to until after you're married because you have to produce a marriage license. Where is he stationed? If he's stationed overseas where you're at, he'll have to have his orders amended to a long tour (that would be his original orders assigning him there) so he'll be eligible for base housing. After you marry and before he goes back get enrolled in DEERS and an ID. He may be able to get BAH started so he gets housing allowance for whereever you live. Make sure he takes back a copy of his marriage license with him if he can take care of that or anything else where he's at. Like changing his life insurance beneficiary. Also you'll need to get added to his bank account so you have access to funds.
You and your husband to be should get a power of attorney. It generally states that you can sign for certain things on his behalf with his consent. Ask him about getting a Special Power of Attorney when you two get married before he leaves back for Iraq. Let him know the things that you want to do, and let him decide if you should in fact be able to do them. Things like signing for government quarters, registering the car, filing the taxes, things like that. The legal office can help with this. It will last for about a year, or longer. He can always have it rescinded after coming home. Good luck, and congratulations on getting married!!!
Housing where? Germany? No. you are considered an acquired dependent and without command sponsorship( transferred from your current sponsor to your new one..spouse) he cannot get housing. Plus he has to have at least 12 months left on his orders before he could get on the list.. the bottom of it.
Stateside: at his current duty station? probably not. for one he'd have to have at least 12 months left on his orders to qualify for housing, plus he'd go to the bottom of the list.
assuming that you do somehow qualify, you need a POA to deal with housing,.
Stateside: at a location that is NOT his duty station: No.
When you get married, then you should be able to sign up. Before that, I don't think you can.
Your dependent ID card won't matter in this. Once you and he get married, then you should be able to get on base housing, if its available and with your husband deployed.
